Mayor Fung Recognizes Volunteers at the Cranston Senior Enrichment Center for their Invaluable Contributions
Mayor Fung Recognizes Volunteers at the Cranston Senior Enrichment
Center for their Invaluable Contributions
Cranston, Rhode Island – Mayor Allan Fung will join Acting Senior Center Director David Quiroa in proclaiming Tuesday April 5th as Mayor’s Day of Recognition in the City of Cranston. The Mayor will host an event at the Cranston Senior Enrichment Center to recognize members of the senior community for their service at the center.
“The Retired Senior Volunteer Program (RSVP) is a vital part of our Senior Center operations. The value of their service allows us to provide programs and events that might not otherwise exist without their help. As Mayor, on behalf of the residents of Cranston, I am happy to recognize them on this special day.” said Mayor Fung
On April 5th Mayor Fung will be honoring RSVP volunteers that hold leadership positions on two advisory boards that provide valuable input and fundraising support to Senior Services in the City of Cranston. The Recognition Ceremony will take place at the Cranston Senior Enrichment Center, 1070 Cranston Street, Cranston, R.I.
The City of Cranston is the proud sponsor of the Cranston Retired & Senior Volunteer Program, which is 300 plus volunteers strong. Cranston RSVP volunteers serve at the Department of Cranston Senior Services, local elementary schools, hospitals, and even as first responders as part of the local Community Emergency Response Team (CERT).
Mayor Fung Vetoes “Minimum Wage” Ordinance
Mayor Fung Vetoes “Minimum Wage” Ordinance
Cranston, Rhode Island – Mayor Allan Fung has vetoed ordinance 1-16-04 the so called “minimum wage” ordinance that was recently passed by the city council on a narrow 5 to 4 vote with bi-partisan opposition. (note: at the time of the vote City Wide Councilman Michael Farina was a Democrat but he switched party affiliation to Republican two days after this vote was taken)
The Mayor’s veto message was submitted to the City Clerk this afternoon.
“I cannot in good conscience burden the taxpayers with what amounts to nothing more than a poorly thought out election time stunt. This proposed ordinance does not have a proper cost benefit analysis, has no data to support the arbitrary selection of $12.00, $12.50 or the originally proposed $15.00 amount. In essence it is careless fiscal policy that undermines the already established pay scales and replaces them with arbitrary pay scales that do not make any sense.” said Mayor Fung.
The Mayor under the City Charter has the authority to veto said ordinance under Section 3.14. Once the Mayor’s veto is submitted, the ordinance will go back to the city council for a vote for a veto override where they will need a two-thirds vote in the affirmative to enact the ordinance.

MAYOR ALLAN FUNG PROPOSES FY 2017 CRANSTON CITY BUDGET
MAYOR ALLAN FUNG PROPOSES FY 2017 CRANSTON CITY BUDGET
Fung Proposes Fourth “No Tax Increase” Budget in Five Years
Cranston – Mayor Allan Fung this evening proposed his fiscal year 2017 city budget to the residents of Cranston. For the fourth time in the past five years, Fung offered a balanced budget that would not increase commercial or residential property taxes. Fung’s budget was delivered at a special meeting of the City Council, which will begin hearings on the proposal next week.
“I am incredibly pleased to announce that for the fourth time in five years, we will have no property tax increase!” declared Mayor Fung. He reviewed the overall condition of city finances and highlighted spending priorities for the coming year during a speech to members of the City Council and other citizens in attendance.
Fung’s budget proposal includes a significant spending increase for the Cranston School Department to help offset the cost of implementing all-day kindergarten and the conversion of Hope Highlands to a middle school. The city’s increased appropriation will also help to subsidize middle school sports and music programs. The overall school budget, including both funds from the city and state education aid would increase approximately 3.2% under the proposed budget. The Cranston Public Libraries would also see an increase of 2.3% in combined city and state funding under the budget as proposed by Mayor Fung.
Increased school funding and other expenses are offset by savings in other areas, including a reduction in debt service achieved by refinancing bonds to lower rates and paying off long term debt. The city will also achieve considerable savings by purchasing its street lights from National Grid, thereby eliminating costly payments to the utility company. The city is also looking into converting streetlights to more energy efficient fixtures that could save even more money in future budget years.
“My budget is direct evidence a community can maintain its infrastructure and improve service to its residents without raising property taxes,” stated Mayor Fung. “The fiscal health of our city does not come at the expense of our quality of life. As a result of our hard work, we have been named one of America’s 50 Best Cities to Live according to 24/7 Wall Street for the second consecutive year. All of our success begins with the fiscal health of the city. Over the last seven years, we have been innovative, efficient, and most importantly, fiscal watch-dogs with tax dollars. Strong schools and excellent municipal services can be achieved when dollars are managed responsibly. This is what we have delivered year after year,” concluded Fung

Mayor Allan Fung Signs Veterans Tax Exemption Ordinance into law
Mayor Allan Fung Signs Veterans Tax Exemption Ordinance into law
Cranston- Mayor Allan Fung held a ceremonial signing for the recently passed Veterans Property Tax Exemption in Cranston. Under the ordinance, 100% disabled veterans can qualify for up to $250,000 worth of property tax exemptions over a 5 year period.
“Our disabled veterans fought for our freedoms and they carry the after-effect of their service every day. They deserve our gratitude and support whenever we can offer it. This ordinance allows us to give back to them in a meaningful way; by helping them financially so they can preserve their homes in Cranston,” said Mayor Fung
The ordinance was unanimously passed at Monday night’s city council meeting, where many local veterans testified in support of it.
“Helping our veterans is one of those moments that makes you proud to be in public service. As Mayor, I am proud to sign this ordinance in order for it to become the law in Cranston,” concluded Mayor Fung.
In conjunction with the ordinance, the City Council approved a resolution calling on the Rhode Island General Assembly to approve state enabling legislation that is required for the local ordinance to take effect. Attached please find links to the ordinance and the resolution:
